MY husband Is Korean!!!! So yeah I make perfect RICE! I have a super duper RICE COOKER however. ARE you using a Rice Cooker? What type is your RICE? BRAND? I buy my rice from A Korean Market here. One thing that my HUBS taught me is that you need to wash the rice until the water runs clear. How many cups are you making? The water and rice ratio has to be right or your rice will be too dry or tooo sticky. Any way email me if you still need the info. IT has taken me 9 years to make RICE like his mother!
When you learn, please do a post about it. 'Cause mine never turns out fluffy...when it's white, that is. I make a mean brown rice, but it's not healthy, as it has an entire stick of butter in the recipe.
I bought a rice cooker and it is AWESOME!! I got mine from a Pampered Chef party, but i'm sure you could get one at a better price. My husband makes good minute rice, but somehow I can't even accomplish that!
Buy a rice cooker, but here is the old fashioned tried and true method.
Measure two to one - Two cups of water to 1 cup of rice. Bring 2 cups water to boil, pour in rice, stir, reduce heat to low, cover and cook for exactly 20 minutes. Do not lift the lid not even a little bit - the steam is the key to cooking the perfect rice

Rice cooker, all the way. I don't even remember how to make it the old-fashioned way anymore.
